Dilute the Elite League further or go Premier League?

If you reduce the averages further this winter then frankly what is the difference between Elite League and the Premier League going to be?
Is it that the reduction will mean the Elite League will contain no GP riders or high average riders? If that's the case I wonder if some of the Premier League teams will move up, meaning more teams to watch in the Elite next year?
Will there be a reduction in the number of overseas riders in the Elite League next season meaning costs will be reduced? I still see clubs like Poole, Swindon and Coventry having the financial clout to redeclare their teams after a third of the season to win all the trophies though.
The Premier League now is a very attractive alternative in my view. Loads more teams to see. The chance to produce our own riders on the small track and put them into the reserve positions in our team. No transfer fees to pay out. In fact transfer fees to receive in! Local derbies against Rye House, Isle of Wight, Reading (when they are back)
Have I missed anything and what do you think? No doubt we will hear more during the Winter.

Teams should not be allowed to redeclare their teams a third of the way through the season.  You should only be allowed to replace a rider if he is going to be out long term. As has previously been suggested those with big cheque books will get the riders they want. Not all clubs have rich owners/sponsors.Their should be a stop put on transfer fees, an agreed sliding scale to pay the riders. The top riders to get more and then on down. Many of us who have followed speedway for a very very long time remember when the BSPA used to allocate the top riders each season to a club, i.e. Cyril Maidment, who rode for the Dons, was allocated to Belle Vue, and he lived in Mitcham. I would not like to go back to those days, but NO club should be able to have all the top riders. I can understand clubs being more than a trifle annoyed, when after winning the League/Playoffs, they have to lose riders. It does not pay to win.  Rolling Eyes  Wink

Actually Eagle1971, according to BDs speech of doom the BSPA meet in about amonths time he said the averages would be decided then rather than as last year into the new year. He also stated that at least 4 elite clubs were struggling financially hence he thought there might be significant changes next season.

overheard some of the big pigs talking down on the farm about premier league or Cookies new breakaway league being the thing for next year, as a more economically viable proporsition.

If the points limit is reduced further, then we could see two leagues, split North and South amalgamating the Elite with the Premier, with no GP riders or anyone currently above an 8.00 point average.

This would save on wage costs, travelling costs and with more local derbies could boost the away support.

It would obviously mean that when a rider becomes very good, at the end of the season he does not ride in Britain anymore and plies his trade abroad. It would almost make British Speedway a feeder league for the foreign leagues. (Not a great prospect, but it might keep Speedway viable in this country)!!!

I read here and there about "Cookies new breakaway league"   Peppapig, no less, mentions it above.  Can someone tell me if there are any concrete proposals for this, or is it just so much talk.
